The Islamic Republic of Pakistan (hereinafter called ?Borrower?) has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan (hereinafter called ?loan? toward the cost of NATIONAL TRANSMISSION MODERNIZATION I PROJECT) and intends to apply part of the proceeds toward payments under the contract for Procurement of Software Tool for Implementation of Load Forecasting in National Grid of Pakistan. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank?s Disbursement Guidelines for Investment Project Financing. 2. The National Transmission & Despatch Co. Ltd. (NTDC) now invites sealed Bids from eligible Bidders for Procurement of Software Tool for Implementation of Load Forecasting in National Grid of Pakistan. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank?s ?Procurement Regulations for IPF Borrowers? Procurement Regulations for IPF Borrowers? November 2017 (?Procurement Regulations?), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Chief Engineer (Material Procurement & Management) NTDC (email: cempm@ntdc.com.pk) and get the bidding document on working days during office hours i.e. 0800 to 1500 hours at the address given below. 5. A complete set of RFB documents in English may be purchased (in person) by interested Applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 5,000/- or US$ 50/-. The method of payment will be through banking channel/demand draft/pay order. If the documents are to be sent through air mail/courier an additional fee of Rs. 1,000 (for local delivery in Pakistan) and US$ 50 (for delivery outside Pakistan) will be charged.
